2011 Legislative Survey

 Thank you for completing Rep. Murphey's 2011 Legislative Survey.

Rep. Murphey appreciated the hundreds of responses that were received in response to previous surveys and looks forward to seeing this year's responses.

With each survey question the issue is brefly described.Also included is a link which will open in a new window and where you can see footage of this year’s debate about each issue, read the bills, read amendments to the bills and see how the legislators voted.

Finally, each week Representative Murphey sends out an e-mail update to inform constituents about what is occurring in state government. This e-mail frequently elicits a number of responses from constituents and allows for a number of e-mail conservations about issues that are important to them. These e-mail updates are also used as a way of providing information about local infrastructure improvements such as transportation and rehabilitating the local road infrastructure.

Property Tax Reform

Rep Murphey Supports This Proposal

The Legislature will send to the people a ballot question to slow the rate of property tax increases. Under the proposal, property tax assessments could not be increased by more than 3% each year. You will get to vote on this proposal during the 2012 general election.

State Agency Consolidation

Rep Murphey Supports This Proposal

On behalf of House Speaker Kris Steele, Rep. Murphey developed and presented the Legislature with a proposal to consolidate several state agencies. The proposal would merge the Office of State Finance, Department of Central Services, Office of Personnel Management, Employees Benefits Council and the state’s employee insurance state agency. If signed into law this would be one of the first meaningful state agency consolidations to occur in the past several years.

Changing Prison Sentence Guidelines

The Legislature has considered multiple measures to lighten prison sentencing guidelines such as changing the presumption of consecutive and concurrent sentencing and enabling GPS monitoring of convicted criminals who could serve part of their time at home while they are still in state custody.

A legislative proposal would place a fee on hospital-based transactions. The fee would be used to leverage money from the federal Medicaid program and would expand the number of individuals who would receive Medicaid in Oklahoma.
