2010 Legislative Survey

 Thank you for completing Rep. Murphey's 2010 Legislative Survey.

Rep. Murphey appreciated the hundreds of responses that were received in response to the 2008 and 2009 surveys and looks forward to seeing this year's responses.

As you are probably aware, the legislature is considering several legislative initiatives related to the recent expansions of the federal government. Two of these issues (House Joint Resolution 1054 and Senate Bill 1685) are included in this survey. House Joint Resolution 1054 would allow you to vote on placing a new amendment in the Oklahoma Constitution stating that no person should be required by law to purchase health care insurance.

The time for the legislature to start voting on budget issues for the 2011 fiscal year is also quickly approaching. Included in this survey are questions related to how you would envision the state government reacting to the recent shortfalls. As the Chairman of the Government Modernization Committee, Representative Murphey has been advocating for downsizing government and using technology to make government more transparent. House Bill 2310 and Senate Bill 1759 are targeted at accomplishing this goal. Both of these bills are included in this survey.

Finally, each week Representative Murphey sends out an e-mail update to inform constituents about what is occurring in state government. This e-mail frequently elicits a number of responses from constituents and allows for a number of e-mail conservations about issues that are important to them. These e-mail updates are also used as a way of providing information about local infrastructure improvements such as transportation and rehabilitating the local road infrastructure. House Bill 2310- Government Consolidation -
Representative Murphey authored this legislation after a study conducted by the Office of State Finance demonstrated that Oklahoma state government employs a much larger number of employees in its agency level financial services (such as accounts payable) divisions than comparable peer groups. Murphey's legislation would utilize a shared services infrastructure to enable the state's financial services divisions to operate with a smaller employee base.

House Joint Resolution 1002 - Property Tax Reform
In its original form, HJR 1002 would drop the cap on the amount that your property tax can be increased each year from 5% to 2%.

House Joint Resolution 1054 - Health Care Opt-Out
This legislation would give voters the opportunity to vote on an amendment to the Oklahoma Constitution allowing citizens to opt-out of the new federal health care mandate.

House Resolution 1065 - Judicial Removal
This resolution requests that a trial court hold hearings to consider the impeachment of a Pittsburg County Judge. It was crafted in response to the issuance of an extremely lenient sentence given in a child rape case which received national media attention.

Senate Bill 1685 - Firearm Freedom Law
This bill seeks to exempt from federal regulation those firearms which are manufactured in Oklahoma.

Senate Bill 1759 - Stimulus Transparence
Representative Murphey is the primary House author of this legislation which seeks to guarantee that citizens have access to a database of stimulus spending. The bill would require specific stimulus reporting, which is a feature not currently available on the state's web site.
