2008 2 nd Survey of House District 31 Constituents

Here is how Rep. Murphey stands on the issues being surveyed.

House Bill 2516 - Requires school boards to competitively bid large janitorial service contracts. Rep. Murphey authored this bill after it was revealed that school boards are not required to use competitive bid procedures to award large janitorial service contracts. Murphey feels it is important for this safeguard to be in place.

House Bill 3325 - Modernizes state government to allow for electronic bidding and invoicing. This bill would potentially save the state millions of dollars in paper costs by updating Oklahoma's antiquated purchasing and billing procedures. Rep. Murphey sponsored this bill following his involvement in the House modernization interim study.

Senate Bill 1962 - Rep. Murphey is the House author of this bill. Each year, many pieces of legislation are requested by lobbyists and taxpayer-funded lobbyists. Unfortunately, there is no way for the people to know which of these bills are from the paid special interests Rep. Murphey feels the people of Oklahoma deserve to know who is writing the laws they live under. This bill would shine the light of day on the process of lobbyists request for legislation.

Senate Bill 1987 - Places term limits on statewide elected officials. Rep. Murphey supports this bill which limits statewide officials to 12 years in office. Murphey feels that current gubernatorial and legislative term limits have worked well.

House Bill 3342 - Diverts Motor Vehicle Fee revenue away from the general fund and applies it to roads. Rep. Murphey supports this bill as it would better fund Oklahoma roads. He feels that it is wrong for motor vehicle fees to be used for non-road related purposes.

Senate Bill 2093 - Decreases from 5% to 3% the ability of assessors to increase yearly property tax assessments. Rep. Murphey supports SB 2093. He thinks this is a minimal first step towards true property tax reform.

Senate Bill 1150 - Requires voters to show photo id before voting. Rep. Murphey supports SB 1150 and feels that this is an important tool to eliminate voter fraud.

Senate Bill 163 - Makes English the official language of Oklahoma. Rep. Murphey believes strongly in this idea and will support it.

House Bill 1878 - Protects health care professionals’ freedom of conscience by affirming their right to refuse to participate in the taking of a human life. Rep. Murphey voted for this bill and supports pro-life legislation.

House Bill 2196 - Does not allow candidates for legislative office to raise money for the first five months of each year. Rep. Murphey believes this bill would make it very difficult for a challenger to beat an incumbent, because any challenger who files for office after the month of January would have no ability to raise money until the month of June. The incumbent would likely have a stockpile of lobbyist-directed donations which could be used against the challenger during this time period. As such this bill would create an unfair incumbancy protection program. Murphey is opposed to this bill.

Senate Bill 1819 - Makes it possible for the Sonics basketball team to receive up to 60 million dollars of state money. Rep. Murphey believes that the taxpayers should not be forced to subsidize a private market enterprise. He feels that using the power of the government to take from the people and to use that money to benefit a privately owned, for profit organization is wrong. Murphey is opposed to this bill.
